The authoritative source for Level VI inspectors is ?The North American Standard Out-of-Service Criteria (OOSC) and Level VI Inspection Procedures? document dated April 1, 2008. The document outlines in Part II, Inspection Item 29, the detailed criteria necessary to ensure the cargo securement tie downs on the TRUPACT-II are properly secured to the transport vehicle. With the advent of the remote handled campaign, the RH-72B cask is being used as the primary transport package. However, the Level VI inspection criteria are silent concerning cargo securement requirements for the RH-72B and the TRUPACT-III.The RAM Subcommittee was briefed at the CVSA conference in March 2007 concerning the cargo securement requirements of the RH-72B and the TRUPACT-III. These requirements were not incorporated in the 2007 or the 2008 editions of the Level VI inspection standards.

Justification or Need

Level VI inspectors should have an authoritative source for proper cargo securement requirements for all classification of casks transporting radioactive waste and other radioactive materials that are processed as HRCQ. This is necessary to promote uniformity of the inspection process? critical inspection items, and preserve the integrity of the Transuranic waste shipment campaign.

Request for Action

Incorporate into the 2009 edition of the ?The North American Standard Out-of-Service Criteria (OOSC) and Level VI Inspection Procedures? the cargo securement requirements of the RH-72B and the TRUPACT-III. As a practical matter the cargo securement requirements of the CNS10-160B should also be included if this cask is to see wide spread service.
