Summary of Issue

In the FMCSR, Appendix G to Subchapter B of Chapter III - "Minimum Periodic Inspection Standards" there is no mention of ABS and the standard pre-printed forms that are used to document these mandated periodic inspections do not address ABS. As a result, I believe that many fleets and providers of periodic inspections neglect to check the ABS as part of the periodic inspection.

Justification or Need

ABS is an important safety system that needs to be included in the list of specific items to be inspected in the mandated periodic inspection. (In the recent rulemaking on intermodal equipment, FMCSA modified Appendix G to include container securement devices. This is an indication that FMCSA intends to continue to rely on Appendix G to define the periodic inspection, despite what had bee said in the past about eliminating Appendix G.)

Request for Action

CVSA should petition FMCSA to modify Appendix G to require that the ABS warning light be operational(bulb check) and that there not be faults in the ABS system (light must not stay illuminated) when the vehicle is inspected.
