Summary of Issue

The change to OOS Criteria item #14 BUSES implies that "BUSES" is now a critical inspection item and any defect with a BUS disqualifies it from receiving a decal? I don't think that was the intent of the change. If so will the operational manual and online/handbook references be amended? With the heading as buses would a missing fire extinguisher, loose seat, drivers seat belt defective, etc. now preclude qualification for the bus getting a decal under the critical inspection item BUSES?

Justification or Need

This is a significant change requiring amendments to carrier profile databases, inspection reports (paper/electronic) and training manuals/courses. We didn't contemplate that moving headings around would cause such an impact. If the intent to change the heading was indeed to include all BUS defects as critical inspection items no change is required to the criteria. If this was not contemplated an immediate amendment is needed to avoid jurisdictions from changing all references only to have them changed back when clarification is available.

Request for Action

If we only want to include emergency exits and wiring and electrical systems in engine and battery compartments as the critical inspection items perhaps the heading itself could be changed. Suggested wording below. 14. EMERGENCY EXITS/WIRING AND ELECTICAL SYSTEMS (BUSES) Additionaly references (listed below) to this item need to reflect the intent of the new critical inspection item, be it just "BUSES" or alternatively "EMERGENCY EXITS/WIRING AND ELECTRICAL SYSTEMS (BUSES)" or a similar rendition. 1. Critical Vehicle Inspection Items in Operational Policy 5. 2. NASI Level I and II definitions. 3. Part II Policy Statement description. 4. Item Number 14. \"Buses\" in the April 1, 2008 OOSC. I suggest an immediate amendment to this item before reference and training materials are printed and distributed.
