| Summary of Issue | The North American Standard Out-of-Service Criteria (OOSC) does not specifically address telescopic steering. It refers to looseness of the steering column or positioning parts. The column can be properly secured and the telescopic lock can be broken. This allows the steering wheel to freely move vertically. Also, if the tilt steering does not lock in any one position and the steering wheel is free to move up and down. |
| Justification or Need | The Canadian PMVI, Section 4, item 8, states a hazardous condition if the telescopic steering does not lock into position. A tilt steering wheel that is unable to lock into at least one position would be a hazardous condition. |
| Request for Action | Add telescopic steering and tilt steering as an out-of-service condition to the OOSC if the telescopic steering/tilt steering does not lock into position. Recommended wording as follows: Section 8b. (4) Telescopic Steering Column does not lock into position. (5) Tilt Steering Column does not lock in at least one position. |
