Summary of Issue

The recent 2007-02 Express Brake International Inc - Segmented Brake Linings, indicates that there is a violation of lining thickness of 3/8" or to the wear indicators. Currently there is no violation criteria in 393.47(d) or NSC Standard 11 (Canada) for this measurement. Due to the make up of the brake, it indicates that anything less than 3/8" would be a problem and require the linings to be replaced. By the time the lining is at 1/4" thickness, the clamp and the center post would be in contact with the drum.

Justification or Need

The current direction in the bulletin indicates that the lining would be in violation if the lining was measured at less than 3/8", however, there is no legislation in either US or Canada to support this violation. Due to the unique make up of this brake could it be determined that if the brake was at a measurement less than 3/8" thickness that it would be in violation of 396.3(a)(1). If so, that needs to be referenced in the bulletin.

Request for Action

Amend the bulletin to indicate measurements already existing in current legislation as a violation of 393.47(d) and if applicable, outline direction that anything less than 3/8" measurement to 1/4" measurement to the table or post is a violation of 396.3(a)(1). The OOS criteria would have to be amended to address the specific measurement if the committee agrees with the amendment.
