| Summary of Issue | Maintaining Level I Certification for inspectors who perform mainly Level V bus inspections at terminals/garages. |
| Justification or Need | The CVSA Passenger Carrier Committee (PCC) had questions from member jurisdictions - Regions I, III, and V concerning the April 27, 2006 revision of Operational Policy 4 and the decertification of Level I inspector certification if they don't perform a minium of 32 Level I inspections. Many of these inspectors also conduct compliance reviews, New Entrant Safety Audits and educational outreach for trucks and buses. The members expressed a concern that the change in Operational Policy 4 was not communicated sufficiently to the jurisdictional agencies most effected resulting in loss of manpower to conduct Level I inspections when needed. |
| Request for Action | Requested that the appropriate committee reopen the discussion with affected jurisdictional specifically with Regions I, III, V regarding possible options to maintain Level I certification in order not to lose these highly qualified and previosly certified inspectors. Possibly a discussion at the regional level or a joint Training and Passenger Carrier Committee meeting. |
