Summary of Issue

Currently under Part III (Hazardous Materials) of the North American Standard Out-of-Service Criteria. Hazardous Materials (HM) and Dangerous Goods (DG) includes criteria in respect to \"shipping papers\". The criteria states the following: SHIPPING PAPERS - GENERAL: Required to be present when required. An out-of-service condition applies when transporting hazardous materials not accompanied by a shipping paper which indicates the hazardous materials being transported. The North American Standard Out-of-Service Criteria does not include anything regarding additional documentation missing.

Justification or Need

Some HM/DG require additional documents to be carried with the load. An example is for some explosives a route plan must be carried and the vehicle must adhere to the route plan. These documents can be very important to drivers and in addition inspectors to determine compliance.

Request for Action

Request consideration be given to amend the North American Standard Out-of-Service Criteria to include: If any required prescribed document is missing the vehicle will be placed out-of-service.
