| Summary of Issue | Currently under Part III (Hazardous Materials) of the North American Standard Out-of-Service Criteria. Hazardous Materials (HM) and Dangerous Goods (DG) includes criteria in respect to \"shipping papers\". The criteria states the following: SHIPPING PAPERS - GENERAL: Required to be present when required. An out-of-service condition applies when transporting hazardous materials not accompanied by a shipping paper which indicates the hazardous materials being transported. The North American Standard Out-of-Service Criteria does not include anything regarding additional documentation missing. |
| Justification or Need | Some HM/DG require additional documents to be carried with the load. An example is for some explosives a route plan must be carried and the vehicle must adhere to the route plan. These documents can be very important to drivers and in addition inspectors to determine compliance. |
| Request for Action | Request consideration be given to amend the North American Standard Out-of-Service Criteria to include: If any required prescribed document is missing the vehicle will be placed out-of-service. |
