Revise the inspection/test procedure for tractor protection systems. Reference: OOSC, I.Brake System i) tractor-protection system

Justification or Need

The inspection procedure currently provided in Step 34 of the North American Standard Level I Inspection Procedure Manual, involves three separate problems: The procedure exposes drivers to an unnecessary compressed air hazard by requiring them to remove the trailer supply line while it is under pressure. The procedure tests the system in a manner that is inconsistent with the performance requirements of 393.43. The procedure can allow a vehicle with a faulty tractor-protection valve to go undetected and remain in service in an unsafe condition.

Request for Action

Revise the North American Standard Level I Inspection Procedure Manual and the Inspector Training manual instructions for Step 34.
