| Justification or Need | The inspection procedure currently provided in Step 34 of the North American Standard Level I Inspection Procedure Manual, involves three separate problems: The procedure exposes drivers to an unnecessary compressed air hazard by requiring them to remove the trailer supply line while it is under pressure. The procedure tests the system in a manner that is inconsistent with the performance requirements of 393.43. The procedure can allow a vehicle with a faulty tractor-protection valve to go undetected and remain in service in an unsafe condition. |
