Summary of Issue

To add a new section to the CVSA OOSC in Part III to deal with a consignment of dangerous goods in Canada moving without an approved Emergency Response Assistance Plan (ERAP).

Justification or Need

The Canadian ERAP system has been conceptualized and develpoed based on an assessment risk. It is designed to provide assistance from trained and equipped industry experts to first responders dealing with transportation accidents involving dangerous goods whose intrinsic properties may result in significant harm to the public at large of the environment if released. The lack of a valid ERAP when required, could mean no effective response.

Request for Action

Add the following wording to Appendix A, Part III of the CVSA North American OOSC: Emergency Response Assistance Plan (ERAP) an out-of-service condition exists when dangerous goods are transported in Canada without an approved ERAP, when it is required.
