| Summary of Issue | The vehicle out-of-service criteria 10.b.(8) is confusing. It reads: Seventy-five percent or more of the tread width loose or missing in excess of 12 inches (30 cm) in circumference. |
| Justification or Need | Clarification - The term "missing" can have many meanings. Its use does not distinguish if the tread has broken loose and is gone or if the tread has worn down to no tread at all (a slick tire) |
| Request for Action | OOS Item 10.b.(8) was specifically written to cover parting of either original tread or recap. It does not apply to "slick/bald" tires, they are covered by OOS item 10.b.(7). Inspectors sometimes mistakenly try to use OOS item 10.b(8) to put a vehicle OOS when it has only one "slick/bald" tire in a dual set and they, therefore, can not put it OOS using item 10.b.(7). |
