Out-of-Service Criteria - Overloaded tire resulting from low tire pressure. Question: What is the legal or acceptable definition by the legal community for low air pressure. Is it 1 pound below recommended tire level?

Justification or Need

A level of air pressure to measure is required.

Request for Action

There should be a percentage of the actual number state in the out-of-service criteria defining what is low air pressure. Brakes, straps, suspension cracks, etc. are defined by either a percentage or a number. A measurable amount for consistency is needed and does this also apply to under-inflated tires - for weight exceeds tire load limit.
