Summary of Issue

If a vehicle has 20% of its brakes (non-steering axle) defective due to adjustment limits, and 20% of its brakes (non-steering axle) defective due to oil contaminated linings are there one or two out-of-service conditions? Is each defective steering axle brake an individual out-of-service condition? If a vehicle has 20% of its brakes defective due to one steering axle brake with oil contaminated linings and an additional defective non-steering axle brake due to oil contaminated linings, are there one or two out-of-service conditions? If a tractor-semitrailer combination with ten brakes has one defective brake on the tractor and one defective brake on the trailer (both non-steering axle), which unit is declared out-of-service?
