Summary of Issue

CDL section of the OOSC does not define the term valid. Expired is not defined.

Justification or Need

Some states driver records for commercial licenses will state "Valid except expired" while others state "Valid unless expired". Officers encountering drivers with expired commercial driver licenses are unsure whether to place the driver OOS.

Request for Action

Define the word "valid". Clarify in the OOS if a driver with an expired CDL should be placed OOS.
