| Summary of Issue | The safe loading of trucks with a duck tail and no tailgate (rock beds) is not specifically addressed in the OOSC. These vehicles are often operated on the highway and often loaded with material other than rock. How do you deal with trucks equipped with no tailgate but rather incorporates an upward sloping rear, duck-tail. |
| Justification or Need | While the design of these bodies is primarily for off-road operations they do see use on the highways and may not be carrying rocks. When loaded improperly or when loaded with a material that it was not designed to carry, there is a risk that the load will escape from the vehicle. A clarification is requested to ensure all states enforce this uniformly. |
| Request for Action | Determine how the various states address this issue. How is a determination made that a vehicle is in violation of the regulations or to be placed out of service. |
