Offline Switch for SafeSpect - For Manual Mode

When safespect is down for maintenance or experiences glitches with internet connectivity, members are advised to utilize off-line mode in order to continue utilizing the system. However, the only way to accomplish this is to completely disconnect from the internet so safespect will automatically go into off-line mode. Doing this would violate departmental policy, so this is not an option. During these times, our entire department's commercial vehicle enforcement is stopped.

Safespect user roles need an off-line toggle switch so that off-line mode can be manually selected without disconnecting from the internet.

To have a toggle switch added that defaults to the standard internet based mode, but can be manually switched to off-line mode when required to utilize the system.
