| Summary of Issue | Pulled over a Dump Truck that hauls Asphalt. The tread area on the two rear tires in a dual set is covered in solidified asphalt completely filling the tread to 0/32" measurement. Each tire in the dual set is completely filled with the solidified asphalt. Another tire was same way, but the other dual was clean. |
| Justification or Need | The tread was not worn it was completely filled in so as there was no tread shown to measure. The regulation speaks of worn tread but not filled in tread. |
