Summary of Issue

Carriers and operators in the specialized transportation, crane, and rigging industries report disparate practices for the roadside and mobile weighing of equipment, particularly overweight mobile cranes. Based upon the position of the vehicle relative to the scale(s), road grade, and utilization of on-board stabilizing mechanisms, the variance in weight per axle can be extraordinary. If not understood and thus not weighed accurately, mobile crane operators and carriers face severe penalties and fines for being overweight when they are in fact legal.

Justification or Need

In collaboration with CVSA, SC&RA would like to develop educational materials and training opportunities for commercial vehicle enforcement officials that will help them better identify and understand these unique variables, so that roadside inspectors in the future can better establish a more accurate per axle and gross weight of these vehicles.

Request for Action

SC&RA seeks financial and other collaborative support from CVSA to co-develop and deliver educational and training materials for the weighing of mobile cranes.
