| Summary of Issue | CVSA does an excellent job of regularly distributing information (i.e., Regulatory Update, Safety Exchange eNewsletter, News Release, etc.). However, there are no references to the interpretations that PHMSA regularly issues. Many people would like to see CVSA produce and distribute a regular update on the interpretations that PHMSA publishes that are relevant to highway transportation for both enforcement and industry. |
| Justification or Need | CVSA distributes information regarding the FMCSRs, including the large number of exceptions that they grant; however, it seems that issues relevant to the HMRs are lacking. Individuals, both enforcement and industry, are left to their own devices to search for and decipher new interpretations from PHMSA that may be relevant to them. |
| Request for Action | I request that CVSA regularly produce and distribute an update on newly issued PHMSA interpretations that are relevant to highway transportation. Maybe a weekly, bi-weekly, or monthly update via email specific to new PHMSA interpretations, with a summary and a PDF copy of each new interpretation attached? |
