| Summary of Issue | CVSA Operational Policy 4 requires thirty-two Level I inspections for maintenance of certification. |
| Justification or Need | Many states have civilian personnel that conduct audits and investigations. These employees are using unmarked vehicles and are not authorized to stop commercial vehicles roadside for an inspection. There are also many states that do not have inspection/scale facilities or are closing them, creating an additional hardship as it pertains to conducting Level I inspections. |
| Request for Action | For maintenance of certification, allow for an “Equivalent to 32 Level I Inspections”, for civilian personnel that conduct audits and investigations. Because driver qualifications and hours of service are reviewed during audits and investigations, and Level V inspections can be conducted, the following is proposed: 32 Level 5 inspections AND 32 Driver qualification files reviewed AND 32 Drivers reviewed for hours of service. |
