| Summary of Issue | Part IV of the OOS indicates that a company with an Inactive USDOT Number is to be placed OOS on a first offense and company with No USDOT Number is to be placed OOS when a history of operating a CMV with no USDOT number when required. Neither of these fully cover a company that has an "Intrastate Only" USDOT Number and is operating in Interstate Commerce. |
