Summary of Issue

OOSC Part I, sections 2(a)(1) and 3(a)(1) require “home jurisdiction license verification” in order to place a driver OOS for violations of 391.11(b)(5) and 383.23(a)(2).

Justification or Need

There is no guidance as to what satisfies the requirement of “home jurisdiction license verification” and no list of resources for obtaining the verification. Most states if not all have access to CDLIS, does the CDLIS report constitute verification if not how is verification obtained.

Request for Action

Provide guidance in the OOSC regarding the use of the CDLIS report as acceptable verification and/or provide 24 hour contact information for each state in order to obtain verification.
