| Summary of Issue | The New Hampshire State Police would like the Hazmat Committee to look at the possibility of a violation of Carriage by Public Highway, 177.835 Class 1 Explosives, sections (e) and (f) to be an out-of-service condition due to the high possibility of the product possibly detonating while in transit if loaded while in violation of these sections. |
| Justification or Need | In the past Troopers have inspected vehicles carrying 1.3G Explosives in vans and smaller commercial vehicles with protruding metal objects in the cargo area , unfinished walls in the cargo area (these openings consist of sharp metal edges), or product loaded in direct contact with a metal floor. We have consulted with our EOD Unit and they were shocked that these violations would not be an out-of-service condition due to the high probability of the product detonating if the packages are either compromised by the sharp objects or makes contact with the metal floor and a static charge is created with the product either sliding on the floor (say by a hard breaking situation) or when the product is being offloaded by the crew. They informed us that these explosives are very sensitive to static and a small electrical charge could easily cause the product to detonate. |
| Request for Action | The New Hampshire State Police would like to request that violations of Carriage by Public Highway, 177.835 Class 1 Explosives, sections (e) and (f) to be an out-of-service condition. |
