Summary of Issue

On 24 May 2019 a driver was stopped in Garland for an inspection. Upon inspecting the cab of the tractor truck, two wood blocks were observed to affixed to the brake and clutch pedals. One was affixed with duct tape and the other with zip ties. The driver, because of their height, had in essence invented/placed their own prosthetic device on the foot controls of the vehicle to aid in changing gears and bringing it to a stop. If these homemade devices should become loose, or unattached while the vehicle is in motion, the safe operation of said vehicle could be placed into jeopardy.

Justification or Need

Although a driver can be placed OOS for failure to use prosthetic or automobile adaptive equipment as listed as part of their drivers license restrictions, there is nothing in regulation that addresses homemade devices that are affixed to a vehicles foot controls by either the driver or their employer.

Request for Action

As stated above, should these devices become loose or unattached while the vehicle is in motion, safe operation of said vehicle could be hampered. Please provide guidance on the use of non approved manufactured or Americans with Disabilities Act (ADA) devices.
