| Summary of Issue | Out of Service - Part III - 6. Non Bulk Packaging does not use Canadian terminology, which causes issues for roadside inspectors/officers. |
| Justification or Need | To help improve uniform application of the out of service condition and avoid any inappropriate conclusions. In Canada TDG Regulations do not reference non bulk packages, it only references and defines the term "small means of containment". |
