| Summary of Issue | To add a new Out of Service Condition for ERAP reference number and activation telephone number missing on DG Shipping Documents. |
| Justification or Need | In order for first responders to activate an ERAP, the ERAP reference number and activation telephone number must be identified/listed on the shipping document or else this will greatly affect the emergency response. Currently, the Out of Service Criteria only allows inspectors/officers to place a shippment out of service if the carrier/consignor does not have an approved ERAP at all. When situations have come across where the ERAP reference number/activation telephone number was not listed on the shipping document, officers/inspectors were not able to place the DG shippment out of service as intended. |
