Summary of Issue

To add a new Out of Service Condition for ERAP reference number and activation telephone number missing on DG Shipping Documents.

Justification or Need

In order for first responders to activate an ERAP, the ERAP reference number and activation telephone number must be identified/listed on the shipping document or else this will greatly affect the emergency response. Currently, the Out of Service Criteria only allows inspectors/officers to place a shippment out of service if the carrier/consignor does not have an approved ERAP at all. When situations have come across where the ERAP reference number/activation telephone number was not listed on the shipping document, officers/inspectors were not able to place the DG shippment out of service as intended.

Request for Action

Add to OOSC Part III 10. EMERGENCY RESPONSE ASSISTANCE PLAN (ERAP) (In Canada Only) When an ERAP reference number and activation telephone number are missing on the shipping document when required.
