| Summary of Issue | Operational Policy 4 – The prerequisites for the Other Bulk Packaging (OBP) Inspection Certification requires certification in North American Standard (NAS) Levels I, II,or V and NAS HM/DG inspections and NAS Cargo Tank inspections (CTI). Requiring the Cargo Tank inspection certification is not necessary and should be removed. |
| Justification or Need | Both the OBP and CTI courses are additions to the General Hazardous Materials course- they stand alone. There is no justification that an inspector should have to successfully complete one prior to the other. This is a negative impact on most agencies. Currently, personnel turnover is significant.in most agencies. Requiring this additional training for the CTI certification impacts valuable training opportunities. If an agency offers the OBP course, well qualified personnel are unable to attend because of this requirement. |
