| Summary of Issue | There is a discrepancy between Ops 5 and the Part II policy in regard to removing and/or replacing a CVSA decal. |
| Justification or Need | Operational Policy 5 states that any expired CVSA decal shall be removed before a new CVSA decal is affixed. Part II Policy states that "a current CVSA decal shall be affixed and no other CVSA decals shall be visible." This allows for the bottom one to be covered up over and over again) and Operational Policy does not. Removal is the best option. Covering old decals could allow unauthorized use by scraping old decals off the bottom without damaging the visible decal. |
