| Summary of Issue | FMCSA and CVSA have a long history of successful collaborations and partnerships on many projects. We continue to share the common goal of making America’s highways safe through commercial motor vehicle safety education, training and enforcement. FMCSA NTC has been granted accreditation for the General Hazardous Materials and Drug Interdiction Assistance Program courses through the Federal Law Enforcement Training Accreditation (FLETA) Program. FLETA is the accrediting board for many high-profile law enforcement training programs. These include but are not limited to programs conducted by the FBI, ICE, DHS, USMC and others. FLETA accreditation provides another layer of credibility and legal defensibility to training programs. In order to receive accreditation for all safety program courses, all aspects of the instructor development requirements must be same. |
| Justification or Need | Effective January 2018, FMCSA NTC policy changed that requires State Jurisdictions to attend the FMCSA NTC Instructor Development course to receive certification to instruct NTC courses, specifically NAS Part A, NAS Part B, PCVI, GHM, OBP and CTI. In May 2018, FMCSA NTC applied to the FLETA Board for initial accreditation of its Instructor Development Program (IDP). In order to gain initial accreditation, all IDP requirements must align with the NTC IDP. |
| Request for Action | CVSA Training Committee review and consider/recommend adjustment to existing policies and procedures within Operations Policy Six to align with the FMCSA NTC Instructor Development Program. Specifically, adoption of the policies and procedures outlined in the FMCSA NTC IDP Manual. Note: this would only apply to instructor certification for the following courses: NAS Part A, NAS Part B, PCVI, GHM, OBP and CTI. |
