| Summary of Issue | We would like clarification on an out-of-service condition where a tire comes in contact with any part of the vehicle. The specific issue is when a mud flap gets blown up and rides on top of a tire. This particular instance was a flatbed trailer with a hydraulic beaver tail. They must use rubber mud flaps due to the design of the trailer. Under certain conditions the mud flap gets blown up and rides on top of the tire until the driver can get stopped. Since the mud flap is made out of soft rubber, there’s no way the tire could get damaged in this situation. |
