Summary of Issue

Recently we were involved in a crash (with road debris) which was determined to be a Recordable Crash based on the vehicle being towed \"from the scene\". However, our vehicle drove approximately 200ft after the crash to safely pull off the road. He was towed due to small hole in fuel tank. So the question is how large is the scene or does disabling damage occur immediately or can it occur feet, miles down the road when the vehicle must be towed. A second incident occurred where our truck struck another tractor trailer in the rear. Other vehicle did not stop and our driver was unable to stop due to safety concerns. He notified the State Police and continued until he could safely pull off. He stopped approx. 8 miles later in a pull-off when his engine lights came on and he found his fender, headlight and marker lights severely damaged. The vehicle was towed from that pull off and the driver received a citation from the Investigating Officer. Due to the towing of the vehicle and the citation, we elected to complete Post-Accident testing.

Justification or Need

Clarify the terminology of \"Accident\" and \"the scene\" both in 383 and 390.
