| Summary of Issue | Change the certification requirements for Cargo Tank to include only Specification and DOT-E certified cargo tanks. Remove the reference to Other Bulk Packaging certification. |
| Justification or Need | There is no requirement for any certification on Other Bulk Packaging. Under Cargo Tank inspection procedures, outside the general hazardous materials inspection procedures, all of the other cargo tank inspections procedure steps apply to specification tanks. If you do not inspect a specification tank, you have not done a \"Cargo Tank\" inspection and therefore should not receive credit towards your Cargo tank certification. You can still receive credit towards a Hazmat inspection. |
