| Summary of Issue | We had a driver written up in Virginia for a load of lumber that was higher than 2 tiers that was not belly strapped. The problem was the bundles were different sizes and did not alow for the driver to belly strap. As we cannot control the size of the bundles and the different types of product loaded on trailers by various customers would it be possible for an addendum be added to the regulation that allows for strapping over the top if the configuration of the load does not allow for belly straps to be placed on a load higher than 2 tiers.
