| Summary of Issue | I noted during a recent commercial vehicle inspection a defect /violation regarding cargo securement. Specifically with regard to the chain and hook attachment being used. The cargo being secured was a large oilfield skid and the driver utilized tiedown chains with hooks to secure the skid to the trailer. I noted on 2 of the chains being used that the pin which secures the chain link to the hook attachment was not secured, see pictures attached. The cotter pin which keeps this pin in place and secures the chain link to the hook end was missing. I noted one of the pins had almost worked its way through and potentially could have become detached thus disconnecting the chain from the hook end. |
| Justification or Need | There is nothing currently in the OOSC to address this issue. The pin missing or coming out clearly degrades the tiedown and this situation should be covered in the Tiedown Defect Table. |
| Request for Action | My suggestion is to add some wording/clarification, which would address this defect violation in the OOS criteria in section 7 -Securement of Cargo under the TIEDOWN DEFECT TABLE, specifically under the Fitting or Attachment column. Some suggested wording may be "any missing required component", "not in proper working order", "defective component" or "component not securely attached". This wording could be added into the FITTING AND ATTACHMENT section of the Tiedown Defect Table. |
