Summary of Issue

An MCI was stopped for inspection. During the course of inspection, a strong sulfuric acid smell was noticed. Inspection of the battery area indicated the battery (a sealed type) was badly leaking acid, and it was smoking. Connections were tight and no evidence of any corrosion. It appeared the battery was literally burning itself up.

Justification or Need

OOSC, 14.b. (1-6) basically does not address anything of this nature.

Request for Action

Add verbiage in OOSC which may address this as being a safety related issue.
