| Summary of Issue | Confusion in the wording of the CVSA Level VI Out-of-Service criteria for inspecting a TRUPACT II or HalfPACT Tiedown. In the current Level VI OOSC book, page 203 has an inspection bulletin for tiedowns. The \"Guidance\" lists three criteria for a bent or misalingned tiedown. The second guide says \"the bolts exhibit approximately the same amount of thread when properly seated on the tiedown lugs.\" |
| Justification or Need | Since all three of the criteria in the Guidance need to be met to pass the Go/No-Go Gauge inspection procedure, there needs to be better guidance on what \"apporximately\" means for the bolts exhibiting the same amount of thread. We have been told some state are allowing only 1/8\" difference between bolts. |
| Request for Action | Request a definite measurement be decided. Example: 1/2\" or more difference between amount of thread visible on bolts does not meet guidance criteria. |
