| Summary of Issue | Possession of a Fraudulent, Forged, or Altered medical card is generally an indication of a much more serious underlying medical condition, which the driver is attempting to conceal. Drivers unable to meet medical qualifications will often utilize this option with little recourse. Placing the driver out-of-service for these specific instances is appropriate in effort to protect the motoring public from medically unqualified drivers. |
| Justification or Need | This is a critical violation and has attracted a lot of media attention in recent months. This reccommendation aslo came out of the Driver/Traffic Enforcement Committee Workgroup in Pursuit of Inspection Data Quality. |
| Request for Action | Addition of Possession of a Fraudulent, Forged, or Altered medical card to Part I of the North American Out-of-Service Criteria (OOSC). |
