| Summary of Issue | The Level VI North American Standard Out-of-Service Criteria (OOSC)currently does not adequately address misaligned/bent tiedowns on the Trupact shipping casks. This has been an ongoing problem and inspectors in the field do not have proper guidance to assist them in determining if the tiedown is in compliance. |
| Justification or Need | Level VI inspections are very high profile and must be held to a higher standard. This issue needs to be clarified to maintain the integrity of the North American Standard Level VI Inspection Program. |
| Request for Action | The RAM Subcommittee needs to develop some defining criteria that can be added to the Level VI OOSC that gives officers some concrete guidance on this issue. |
