| Summary of Issue | Operational Policy 4, General HM/DG Inspector certification requires 16 non-bulk OJT HM inspections and does not allow any bulk inspections to count for general HM certification. The NAS General HM inspection course teaches HM communitcation, loading/storage, package integrity, and package authorization for bulk pkgs and not all students go on to CT and/or OBP certification, so those students could lose info by not obtaining any OJT on bulk cargo during certification. I know they can not inspect an place CVSA decals on CT unless certified, but an inspector certification for General HM can still inspect for HM communitcations and package integrity issues on CT and OBP. |
