| Summary of Issue | Clarification on whether roadside inspections conducted on cargo tanks not containing hazardous materials/dangerous goods or reside count toward intial certification. |
| Justification or Need | Several jurisdictions over the past year have inquired on whether roadside inspections conducted on cargo tanks not containing hazardous materials/dangerous goods or reside last contained count toward intial certification. |
| Request for Action | Add additional language to Operation Policy 4 to clearly identify what is considered to be a certification cargo tank inspection. (i.e."...on vehicles containing bulk (if certified) and/or non-bulk quantities of hazardous materials/dangerous goods.) In addition, add an Example #17 to the matrix on what is not considered a North American Standard Cargo Tank certification inspection. |
