| Summary of Issue | My question is concerning the loading of concrete pipe. Is the arrangement of these items OOS, or does the OOS only involve the securement of these items. My thinking is it's a violation but not OOS. But, if the concrete pipe is not secured properly then that would place the vehicle OOS. The OOSC isn't specific about what is considered OOSC. Does it cover all violation's in 393.124. |
