| Summary of Issue | Success of Traffic Incident Management-quickly and safely eliminating crash related congestion and mitigating HM events-requires cooperation across many jurisdictional agencies. This does not universally exist today. |
| Justification or Need | Congestion mitigation of non-reoccuring events is a public safety issue. Abundant evidence exists that traffic delays caused by CMV crashes and HM events contribute to secondary crashes. |
| Request for Action | CVSA must assist in improving mobility and security through better emergency management. I request that the regions be polled regarding cooperative efforts in their jurisdiction and begin to establish a library of best practices across North America. |
