| Summary of Issue | Regarding overloading of motorcoaches with passengers in the aisles whereby both the customers sitting and the customers standing have complained. Per 392.62 and 393.90, how does one determine what vehicle is designed to allow for standees?! |
| Justification or Need | I would like input as to how the CVSA interprets (or the FMCSA)under what circumstances, can a carrier allow more passengers on the vehicle than there are seats. Clarification is the key here. Level of importance is moderate. |
