Critical Inspection Item List for decal qualification.

Justification or Need

Currently safe loading is a critical inspection item for the purpose of issuing a CVSA decal. CVSA decals are an indication the “vehicle” has passed a Level 1 or Level V inspection. Should the load be considered as part of the vehicle? The current OOSC places most vehicle and almost any cargo securement violations out of service and requires the out of service condition to be repaired before returning the vehicle to service. The vehicle may be defect free except for the cargo securement issue and at some point the load is going to be removed from the vehicle as well; shouldn’t the vehicle qualify for a CVSA decal?

Remove SAFE LOADING from the critical inspection item list for decal qualification.
