| Summary of Issue | Amend the vehicle out of service criteria. The current out of service criteria does not address "no load securement." |
| Justification or Need | No load securement needs to be added so that vehicles with no load securement can be placed out of service. |
| Request for Action | Add "no load securement" (393.100) to the out of service criteria. This needs to be added to address issues with trailers with no load securement and cargo inside a van box that has no securement whatsoever. |
