| Justification or Need | Violation descriptions under Federal Violation Codes 391.43(e) and 391.43(g) are incorrect and need to be changed. Also, violation code 391.43(h) needs to be added. Additional code sections need to be added concerning the addition of operational requirements applicable to the transportation of a hazardous material requiring a permit under code section 385.415. |
