| Summary of Issue | The current OOSC does not give adequate consideration to the occasion of a driver who, when inspected, fails to have in his possession RODS that he was required to prepare for one day of the previous seven. The presence/absence of that one day does not allow the inspector to determine compliance with HOS restrictions, yet drivers are being placed OOS for failing to possess it. |
