| Summary of Issue | Policy 4 - Inspector Training CVSA Certified inspectors who conduct a limited number of inspections on a non-regular basis are often no proficient in inspection procedures, regulatory changes and out-of-service criteria. |
| Justification or Need | Include time limits on when initial inspections must be completed for new inspectors and increase the number of annual inspections required to maintain certification for all types of inspections, except enhanced radioactive shipments. Proficiency of inspections is necessary to maintain uniformity. |
| Request for Action | Amend Operational Policy 4: Inspector Training as follows: Include the statement "within 90 days of successful completion of the written exam(s)" following the required number inspections with a certified inspector for each type of CVSA inspection, except enhanced radioactive shipments. Maintaining Certification: Increase by 2 times the number of annual inspections required for each type of inspection, except enhanced radioactive shipments and define annual as the date the inspector successfully completed the written exams. |
