Summary of Issue

The hazardous material OOSC item 2(b) Number and Type of Placards - "any placards misrepresent the HM/DG being transported." The wording uses "placards" in the plural sense. Question: Would one placard that "misrepresents material being transported" be considered as OOS? Would one placard displayed on a non HM or empty unit be considered OOS?

Justification or Need

Since OOS violations are used in SEA scores, the field inspector needs clarification in the wording.
