| Summary of Issue | Change requirement for maintaining Cargo Tank certification to eight Level 1, 2, or 5 inspections on cargo tanks and/or bulk packaging. |
| Justification or Need | The course changed some years back to a bulk package course. There are alot of bulk packages other than cargo tanks. IBC - Cylinders - Portable Tanks - Bulk Bags, intermediate bulk containers. These containers need to be checked as well as cargo tanks. A Level I or II inspection would cover the requirements. This allows for inspectors to stay certified. |
| Request for Action | Too difficult to get 8 Level I Inspections. |
