Summary of Issue

If a left rear-vision is missing or view to the left rear is obstructed by over-dimensional cargo, the vehicle should be OOS. Consider making a missing or obscured left-hand rear view mirror an OOS criteria item.

Justification or Need

The lack of vision to left rear does not allow for safe lane changes nor is the operator aware of emergency vehicles attempting to pass. The no-zone is dramatically increased. It results in an unsafe condition due to lack of visibility.

Request for Action

Item should be added to the OOSC as this condition meets CVSA Policy statement that this mechanical condition would be likely to cause an accident.
